[MAIPC] NPS NCR weed list

Please find attached the first version of a ranked invasive plant list for
the National Park Service National Capital Region - this is the portion of
the mid atlantic centered around Washington DC. This is a long-term project
using the ISAP (Invasive Species Assessment Protocol) developed by
NatureServe. There are still many hundreds of hours of work to be done
before all species are ranked but I wanted to share this preliminary
version in case it may be of use to others.
