We have small stands of phrag come into our wet meadow on the eastern shore.  We have had good success with painting with the glove of death, using a small bucket, and also with cutting the stems and spraying a targeted stream into the cut stem.  Light infestations, it gets tedious but does protect the other vegetation.  Late August to early September as the “sap” heads towards the ground.

We often spray late in the fall, when most natives have gone dormant.  I find that phrag will stay green enough to be affected by the spray until the first hard frost.

I'm also curious about if anyone has found good nozzles for sprayers.  I only ever have options to spray as a single stream, a cone, or a single line, all of which allow for a lot of herbicide to fall down and kill natives.  Generally I do a good job of killing the phrag, but also the native stuff below it.
