[MAIPC] Unknown shrub Kolkwitzia perhaps

I saw this shrub yesterday and I can't figure out what it is. I first
thought it was Deutzia scabra but the leaf teeth don't look right. Another
option is Kolkwitzia amabilis - it has been on my radar but I don't think I
have never seen that plant in person.

It is opposite, ovate, up to 3 inches long, with a few sparse teeth, long
tip and with arching stems.
The specimens I saw were no taller than 2 feet. However, it is an area that
may have been recently mowed.

Any tips would be much appreciated.
