I have posted a new blog at www.cisp.us or www.nivemnic.us 
This blog raises issues with APHIS' proposal to revise the P. ramorum nursery regulations - relying on 3+ year old Federal Orders. I hope many of you will comment.
I understand that a booklet published by Environmental Law Instititute -  Mullin, Elizabeth D. 2013. The Art of Commenting: how to influence environmental decisionmaking with effective comments, 2nd edition, - has good advice.  It is pricey ($29.95)
