I agree with Robert Servis, I would avoid pulling the roots out and
disturbing the soil.
If you are using Garlon with basal oil then height of cut may not be as
much of an issue.
Treating the stump of any species is not going to be as effective as
treating the growing plant then cutting then off when it has died.
Having said that, if you are cutting a plant off that was not treated, you
should definitely treat the stump.
Leaving a small stump makes it easier to find the stems for treatment. they
tend to disappear under leave etc, and may miss being treated. But
increases tripping risk while working the area
Amazing how many different ideas there are out there...
Note: If you are treating multiple (lots of) small stems in an area, it is
possible to affect surrounding desirable species through soil activity of
the herbicide.
