[MAIPC] Capturing seed of invasive plants before it flows into a stormwater drainage system

Hello,
Location:  Southern Maryland
I need a technique that marries stormwater management with invasive plant management.  The buried culvert pipe belongs to me, the Japanese Stiltgrass is growing on my neighbor's property.  The other end of the buried culvert pipe exits into conservation open space forestland that is communally owned by my HOA.  Ideally, I'd like to capture JS seeds yet still allow water to flow.  Does anyone have a proven technique?  If not proven, then a suggested technique?  I don't have any stormwater management knowledge or experience.  If you're unable to make a firsthand suggestion, then feel free to recommend a company that might be able to help me.
