[MAIPC] Phragmites use at sewage treatment plants

Hi all,
I'm working with our PA Department of Agriculture as they consider listing Phragmites australis ssp. australis as a noxious or controlled plant in Pennsylvania. Some sewage treatment plants use phragmites as part of their dewatering beds, which brings along a number of logistical and financial considerations.
As part of our research, here's a few questions for MAIPC members, especially from states other than PA:
-What is the legal status of nonnative phragmites in your state?
-Can it be used in dewatering beds at sewage treatment plants?
-If so, are there any qualifications or restrictions on its use/disposal?
-Is anyone aware of de-watering beds that use native phragmites (ssp. americanus) or other native plants? Have they been successful?
