[MAIPC] Basal oil on ailanthus as stump treatment

Hey Damien, the oil-based is much more effective and safer.   The amine
formulation is restricted use, since it can cause permanent blindness.
Basal treatment is the way to go since you don't have to cut into the bark
which makes them mad.
