At that point, a high volume application(truck mounted hydraulic sprayer) of Rodeo 2-3 qts per 100 gallons of water + surfactant 1-2 qts per 100 gallons of water.  Application volume should be around 150-200 gallons per acre(really soak down the Knotweed).
This combination has shown to reduce the Knotweed by 95% or so.  A follow up the next season would be prudent.  For more information on this, Art Gover from Penn State can be a great resource.
