[MAIPC] does Chlorox work on cut stems?

I would not expect bleach to prevent resprouting.

As pointed out already, it would an unregistered use of a pesticide.

The bleach bottle I have in front of me has "Warning" as a signal word (irritant).

It causes "severe" skin and eye irritation. It is toxic to fish and other aquatic organisms.

It is labeled for laundry, stain removal, and hand washing.

Be well.
