the highest numbers of wood packaging that does not comply with ISPM#15 is  
from Mexico ... China is second.  Of course, China is our highest-ranking  
trade partner, and Mexico ranks high (and the 2nd trade partner, Canada, is 
not  currently subject to ISPM#15 ...)
