I have posted a new blog at www.cisp.us and www.nivemnic.us 
 
This blog summarizes an article - which is on the web & will be published in print in January - in which Martin Nie and 5 colleagues cite legal sources to back assertions that federal land-managing agencies have " an obligation, not just the discretion, to manage and conserve fish and wildlife lands under their management."
 
Nie et al. argue that federal agencies too often yield to state wildlife decisions.
 
There are indications that federal agencies' leaderships are upset about the article's appearance.
 
While the article does not focus on management of non-native species, there are obvious links.
