[MAIPC] Faith's new blog analyzes APHIS' Q-37 regulatory revision (20 years in the making!)

tree pest mavens.  APHIS has finally published final regulations revising its regulations governing imports of living plants (called by regulators "plants for planting"). APHIS began this effort 20 or more years ago. The proposal was published just shy of 5 years ago.  So I congratulate APHIS for getting the rule across the finish line.
