[MAIPC] Plan for Controlling or Eradicating Invasive Plants

I am working with the University of Maryland Extension on an invasive 
plant course. Does anyone have a plan for controlling or eradicating 
invasives on a public or private property? We are looking for example 
plans to include in the course that are either short or more detailed 
with sections such as:

  * Goals/expected outcomes.
  * Survey of existing species. This would not only verify what
    invasives were present, but also identify the natives in case there
    were any rare natives or species that would be especially useful for
    replanting areas.
  * Priorities and order of attack. The most damaging species and/or the
    species that made the process easier might be addressed first. For
    example, if tree-of-heaven and Norway maple were intermixed, it
    would probably be better to remove the tree-of-heaven first, because
    removing the Norway maple first would enable the tree-of-heaven to
    get more sun and grow stronger.
  * Summary of equipment, staffing and herbicides needed.
  * Removal/control methods for each invasive species along with times
    of year and length of time needed.
  * Methods for addressing remaining plant matter, including seeds,
    rhizomes and roots.
  * Maintenance to control invasives over the long term.
  * Planting of beneficial replacement species.
  * Considerations, such as phased removal of an invasive species
    providing songbird cover so that there would be time for natives to
    grow large enough to assume that function.
  * Etc.

Please let me know if you'd be okay with sharing your plan, whether it's 
short and to the point, or more detailed.
